   Request for expressions of interest in the Foxley Fields Community Space, Binfield     13 December, 2017

Binfield Parish Council are investing in a new community space as part of the redevelopment of the existing Parish Office at Foxley Fields, Benetfeld Road, Binfield RG42 4EW.  The plans include a space of approximately 65sqm plus a kitchen, some storage, publicly accessible toilets and some outdoor seating.

The Parish are seeking expressions of interest from any community-orientated group or individual who may wish to propose running the space.  One proposal has already been considered by the Parish Council but before any decision is made about the day-to-day running we are keen to hear from anyone else who may have a proposal.

If you are interested, the Parish Council would like you to prepare a proposal which must include provision for:

  1. Accessible toilets (during the agreed opening hours) to all members of the public, not just centre users.
  2. Pre-bookable as well as drop-in space.  This space will operate as both “bookable” space but also “drop-in space” giving much needed casual meeting space as well as space for more formal groups to meet/be active.
  3. Booking system for use of the space by community groups and private individuals for regular bookings or ad-hoc functions outside of “café” opening hours (evenings and weekends).
  4. Community/educational garden area – available for all and a valuable learning tool for many.
  5. Provision of all furniture and equipment (apart from fixed items such as fitted kitchen).
  6. Provide (commercial opportunity) for refreshments such as breakfasts, lunches, snacks, sweets, drinks (hot and cold) to users of both the new space, users of the park facilities or passing trade, such as parents at school drop-off.
  7. Willingness to run (organise, manage, and, where appropriate, fund) a wide range of community activities such as a breakfast club during school term-time, indicating what range of demographics/user to be attracted to the space.

A proposal should also include an indicative monthly rent offered to the parish for the space and an outline business case (minimum one-year profit and loss, cash flow) should be submitted by Friday 26 January 2018.

The parish council will host one-to-one meetings where proposals will be pitched to the Parish Office Working Group at end of January 2018.

Recommendations will then be made to the full Parish Council during February 2018.

The new space is expected to be open in September 2018.
